H2M provided data analysis services to support the District’s evaluation of their existing service usage billing rate structure. Manipulating a combination of GIS parcels, the District’s current customer list, and property tax data from Nassau County’s Assessment Department, H2M generated a comprehensive listing of properties served by the District versus those who pay special district tax to the District. The result of the analysis clearly identified those properties that were part of the District, but paid a reduced, out-of-District rate. The District used this information to identify customers paying inappropriate rates and adjusted their customer billing rates.
